About Physician Services, LC (PSLC)

During the early 1990's, the Managed Care “climate” in West Virginia was conducive to physician directed care. This type of care could be provided by the Health Maintenance Organization (HMO) model. This Managed Care climate was further fueled by the State of West Virginia's Public Employees Insurance Agency (PEIA) deciding to allow risk-model HMOs the opportunity to service this significantly large patient population. Early on, primary care was thought to be the leader and focal point of the HMO “gatekeeper” model. Based on this understanding, our philosophy was simply to put physicians in the “driver's seat.” That same goal exists today.

PrimaryOne, Inc., the original physician corporation, was incorporated in February, 1994, by it co-founders, A. Paul Brooks, Jr., M.D., William B. Ferrell, Jr., and John Lilly, M.D. Later in 1994, a stock offering was extended to all Primary Care Physicians throughout the State of West Virginia. PrimaryOne was partnered with Anthem Insurance Co. and the West Virginia Accountable Health Plan in order to form the first statewide West Virginia HMO, PrimeOne, which launched January 1, 1995. In late 1995, a second stock offering was extended to all Specialty Care Physicians throughout the State of West Virginia.

In March 1997, due to the financial disadvantages of assuming risk, PrimaryOne divested itself of its 41% interest in the PrimeOne/HMO to Anthem. During divestiture proceedings, PrimaryOne continued its alternate operations as the exclusive physician network for SelectNet PPO, OneSource/CCN PPO, and as a supplemental physician network to the Mountain State Blue Cross Super Blue HMO. After divestiture, PrimaryOne was dissolved as a corporation and re-organized as a Limited Liability Company, and thus renamed Physician Services, LC (PSLC).

In mid 1998, PSLC began developing its flagship preferred provider product offering, 4MOST Health Network. 4MOST launched early in 1999 and has enjoyed significant network development and product sales growth to date. The 4MOST Health Network has grown to consist of approximately 2100 Primary Care Physicians, 7000 Specialty Care Physicians, 112 hospital facilities and 500 ancillary care providers. Today, 4MOST Health Network serves as the PPO network for well over 190,000 patient lives throughout the “Appalachian Area” – the primary service area of 4MOST Health Network, located throughout all of West Virginia and the contiguous rural border areas in Ohio, Kentucky, Virginia, Maryland and Pennsylvania. PSLC and 4MOST is committed to evolve, grow and ever expand its market share.

PSLC, its staff and its Board of Directors, continually evaluate programs to assist physicians in their daily routines.
